I just want you to know that you created a working plan for us 10 years ago that is still viable! That is just amazing! The plan is still being used! I had to run off more copies. It's a $2 million allocation now. The Performing Arts Center is out of the ground. We are developing the river. This is the Dayton Dragons first year. Right across from the Sears site, Reynolds & Reynolds is building a new office building with 600 new jobs!

Montgomery County Arts & Cultural District Dayton, Ohio

1991-1992 Cultural Action Plan for the Greater Montgomery County Area, Dayton, Ohio. In 1991, The Montgomery County Arts and Cultural District – established by the County to administer the allocation of $1,000,000 annually (now $1,200,000 annually) of sales tax revenue that has been dedicated to support the arts and cultural heritage of Montgomery County – called for a study to assess the area's cultural needs and produce a comprehensive cultural development plan that would provide cultural policies to guide the annual allocation process beyond 1992.

With strong support from Judy Mott, Executive Director, (937-223-7921, mottj@mcohio.org), Halsey and Alice North of The North Group Inc. and Ralph Burgard of Burgard Associates, facilitated an open planning process with over 500 citizens involved actively. The recommendations were the product of over 90 committee and small group meetings and one-on-one interviews with over 150 citizens. The plan was a comprehensive, long range perspective on cultural development for the area that represented a consensus of representatives of government, business, economic development, education and cultural agencies – including the Montgomery County Commissioners, the City of Dayton Commissioners, the Dayton-Montgomery County Park District, Miami Valley Arts Council, and ARTSDAYTON.

The plan recommended the merger of the arts council and united arts fund drive into a new CultureWorks that has been serving the Dayton area successfully for more than 10 years.

Funds are distributed annually today in the same categories recommended under the plan:

  1. Direct operating support to sixteen “Major” arts and cultural organizations — Aullwood Audubon Center, Boonshoft Museum of Discovery, Carillon Historical Park, CITYFOLK, Dayton Art Institute, Dayton Ballet , Dayton Contemporary Dance Company, Dayton Opera, Dayton Philharmonic, Dayton Public Radio, Human Race Theatre Company, Montgomery County Historical Society, Muse Machine, Rhythm in Shoes, Think TV, and Victoria Theatre — through a formula process, having operating budgets of $300,000 or more. ($900,000)
  2. Fellowships and other programs for Individual Artists ($70,000)
  3. Project grants, on a competitive basis, to small and medium-sized arts and cultural organizations. ($180,000)
  4. Operating support for the new Schuster Center ($144,000)
  5. Administrative support and efforts geared at the promotion of arts and cultural activities, technical assistance, advocacy and other supportive capacity through Culture Works, the private, non-profit partner of the District.
